Former Albany Police Officer Arrested for Theft ALBANY , NY – District Attorney P. David Soares today announced the arrest of PETER MANNS, 60, of Albany, NY, for (4) counts including: (1) count of Grand Larceny in the 2nd Degree, (1) count of Offering a False Instrument for Filing in the 1st Degree and (2) counts of Offering a False Personal Income Tax Return for Filing. MANNS was voluntarily remanded into custody. He faces a maximum of 15 years in prison. The indictment alleges that between January 1, 2002 and November 30, 2004, PETER MANNS stole $119,728.74 from parking lot receipts while employed as a security department manager at St. Peter’s Hospital. As a result of the theft, on April 15, 2004 and April 15, 2005, MANNS filed personal tax returns with the New York State Department of Taxation and Finance, knowing the returns contained false information which substantially understated his tax liability, with the intent to evade any taxes imposed. DA Soares praised the NYS Department of Taxation and Finance for their diligence and assistance in prosecuting this case. “There have been far too many recent incidents of people within our community stealing from charitable organizations, local businesses and the people of New York State. Sadly, the two most recent cases involve current or formers members of local law enforcement agencies who know the law and took an oath to protect our community,” commented DA Soares. “With four of these such cases in the past month alone, I would like to again encourage all organizations to employ safeguards such as a third party accountant or audit to ensure the security of their finances. If anything suspicious does appear, as St. Peter’s Hospital did, keep all records and contact law enforcement as soon as possible.” ADA Sean Childs from the Financial Crimes Unit is handling the prosecution of this case.
