Office of the District Attorney P. David Soares Lamarr Reid and Shahkene Joseph Indicted for 2001 Murder ALBANY , NY – District Attorney P. David Soares today announced that LAMARR REID, 25 and SHAHKENE JOSEPH, 22 both residents of the NYS Correctional system were indicted on two counts of Murder in the 2 nd Degree in the shooting death of Shawndell Smith. REID and JOSEPH face possible terms of 25 to life. Their arraignment is scheduled for April 5, 2006 . The indictment alleges that on or about the 8 th day of June, 2001, REID and JOSEPH approached 298 Second Street , Albany , NY and, believing Smith to be behind the door, repeatedly fired their weapons including a shotgun and a semi automatic rifle firing 7.62 caliber bullets. Mr. Smith was struck in the neck by a bullet from the semi automatic rifle and in the shoulder from the shotgun blast. He died from the injuries caused by the defendants. The case was closed in mid-2005 by the persistence of Detective William Murphy and Anthony Ryan of the Albany Police Department and Agent Mark Maurino of the Bureau of Alcohol, Tobacco and Firearms. This team developed leads which lead them to REID and JOSEPH, both of whom are serving sentences in the NYS Department of Corrections resulting from other firearms related crimes. DA Soares pointed out that there is no statute of limitations for the crime of murder. “Murders are difficult, complex crimes to solve but with the persistence of Detectives such as Murphy and Ryan and Agent Maurino, perpetrators can be brought to justice even after 5 ½ years have passed,” Soares said. Soares also addressed the issue of the circumstances of the murder. “This murder is alleged to have occurred at a ‘known drug house’. This is exactly the type of crime that I want to prevent with my Safe Homes / Safe Streets program. The time has come to close down all ‘known drug houses’. With the powers of eviction at our disposal, we are going to be attacking not only ‘known drug dealers’ but also locations which have a history of drug related arrests, call reports, incidents, and violence. I call upon anyone who has any information regarding specific locations where there is a pattern of drug related activity to call 434 4000 to give the information to the Albany Police Department,” Soares said.
