New Defendant Named in ‘Operation Which Doctor’
Three Palm Beach Rejuvenation Defendants Face 28 Counts Each as New Indictment Unsealed

ALBANY , NY District Attorney P. David Soares announced today the arraignments of GLEN STEPHANOS, 51, of Tequesta, FL, JOSEPH RAICH, 44 of Jupiter, FL, and GEORGE STEPHANOS, 59, of North Jupiter, FL, on multiple counts in connection with Signature Pharmacy and the illegal distribution of controlled substances. They were each release on $10,000 bail.

Each defendant faces (28) counts consisting of: (1) count of Enterprise Corruption, a Class “B” Felony, (1) count of Criminal diversion of prescription medications and prescriptions in the F irst degree, a Class “C” Felony, (9) counts of Criminal Sale of a Controlled Substance in the Fifth Degree, a Class “D” Felony, (8) counts of Attempted Criminal Sale of a P rescription for a C ontrolled S ubstance, a Class “D” Felony, (2) counts of Conspiracy in the Fourth Degree, a Class “E” Felony and (7) counts of Conspiracy in the Fifth Degree, a Class “A” Misdemeanor. A previous indictment, which excluded RAICH, charged GEORGE and GLEN STEPHANOS with (7) similar counts. This superceding indictment comes after further investigation into the activities of Palm Beach Rejuvenation.

The indictment alleges that from January 1, 2005 through February 26, 2007 in the County of Albany and other counties in the State of New York, the defendants did knowingly and unlawfully sell the controlled substances Testosterone Cypionate, Nandralone Decanoate, Chorionic Gonadotropin and Stanozolol by issuing a prescription without a legitimate doctor/patient relationship and/or medical need, through their criminal associate Signature Pharmacy.

Additionally, the indictment alleges that the defendants did intentionally participate in the affairs of a criminal enterprise by committing three or more pattern acts with knowledge of the existence of the criminal enterprise “Palm Beach Rejuvenation”. The structure consisting of GLEN STEPHANOS and JOSEPH RAICH as owners of the company, GEORGE STEPHANOS as the marketing director, and various others employed as salesman. The criminal enterprise illegally sold steroids and related substances to customers throughout the United States, specifically in New York State.

In New York State, a doctor may not prescribe a drug unless they conduct a face-to-face diagnostic examination of the patient, and a pharmacy may not dispense a prescription drug without a valid prescription.

“From the beginning of this investigation, we have attempted to highlight the ease with which people can acquire steroids and human growth hormone and the dangers associated with their unmonitored use. Unfortunately, recent events have again drawn attention to how devastating this problem can be within our communities,” commented DA Soares. “ Despite the attempts by critics to discredit this investigation, this office will continue to prosecute the doctors, pharmacists, and business associates that knowingly participated in the illegal sale and distribution of controlled substances into Albany County and hundreds of other counties throughout this country.”

Financial Crimes Bureau Chief Christopher Baynes is handling the prosecution of this case.
