Office of the District Attorney P. David Soares Albany Man Receives 8 Years for Dealing Crack ALBANY , NY – District Attorney P. David Soares today announced that ROOSEVELT DOWLING, 27, of Albany, NY, was sentenced to 8 years in prison and 3 years post release supervision by the Honorable Thomas Breslin. In December, DOWLING was found guilty after a jury trial of (1) count of Criminal Possession of a Controlled Substance in the Third Degree. On February 7, 2008 on Clinton Avenue in the City of Albany, Albany Police Officers observed ROOSEVELT DOWLING drive up to a group of men in a white GMC Denali. The men proceed to enter the vehicle one at a time. Officers witness DOWLING receiving money in exchange for crack. DOWLING was pulled over and arrested after one of the men who entered the car was apprehended in possession of crack.
